The International Rice Research Institute (IRRI) has launched the CGIAR Asia Pacific Hub, a region focused platform designed to strengthen agricultural innovation and resilience in response to growing climate threats. The Hub aims to coordinate and adapt global CGIAR innovations for the specific needs of South and Southeast Asia, where agriculture remains a primary source of livelihood. It will centralize scientific efforts, streamline research across institutions and facilitate collaboration tailored to local agroecological and socio-economic conditions.

Southeast Asia is widely recognized as the rice bowl of the world, accounting for one-third of global rice production and 40 percent of global rice exports. South Asia, on the other hand, sustains over 793 million people through its agrifood systems. The Pacific region also demonstrates deep agricultural dependence, with the Food and Agriculture Organization (FAO) reporting that approximately three quarters of its population reside in rural areas, relying extensively on agriculture and fishing for income and sustenance.

This widespread reliance on climate sensitive agricultural systems underscores the urgency of deploying more tailored scientific solutions and coordinated interventions to protect and strengthen food and livelihood security across these subregions.

A New Regional Platform for Coordinated Agricultural Research

This newly established platform serves as a region focused coordination mechanism to integrate, adapt and disseminate CGIAR’s global innovations within the specific contexts of South and Southeast Asia. The Hub marks CGIAR’s first regional platform to be led by a designated Asia Champion, IRRI will facilitate more localized and responsive agri science collaboration. By aligning the operational focus of CGIAR centers and enabling the deployment of research teams within relevant agroecological and temporal frameworks, the Hub is structured to improve the relevance, effectiveness and impact of CGIAR’s scientific work in the region.

This coordination effort is designed to centralize research activities, streamline workflows and promote cross institutional collaboration among CGIAR centers. An example includes the integration of research from the International Potato Center (CIP) with IRRI’s rice programs, extending the scope of scientific cooperation across both crops and borders. This form of coordinated research is intended to provide national stakeholders with access to shared knowledge resources, pooled funding mechanisms and globally supported innovation pathways that are locally adaptable.

Connecting National Programs with Global Initiatives

In addition to fostering cross center and cross country collaboration, the CGIAR Asia Pacific Hub is positioned to support the interface between national programs and global initiatives. It aims to broker partnerships between CGIAR and regional policy frameworks, such as those under ASEAN and new governmental initiatives in countries like the Philippines that are actively seeking international collaboration.

“The CGIAR Asia Pacific Hub plays a central role in IRRI’s new strategy to tailor agricultural research to relevant solutions. By aligning global agriscience expertise with local priorities, the hub empowers South and Southeast Asia to lead in climate resilience, food security and sustainable development.”
Dr. Yvonne Pinto, Director General, IRRI

By serving as a single entry platform to CGIAR’s scientific expertise and resources, the Hub is expected to offer national and regional actors a more integrated and coherent way to engage with the broader CGIAR system. This structure is envisioned to not only accelerate innovation adoption but also help shape policy environments conducive to sustainable agrifood development.

Regional Implications and the Road Ahead

The CGIAR Asia Pacific Hub represents a concerted attempt to reposition agricultural research and innovation as a more inclusive and locally responsive endeavor. Its operational design, grounded in regional priorities, scientific coordination and strategic partnerships, reflects a broader institutional shift toward multi scalar collaboration in addressing the intersecting challenges of climate change, food security and economic stability.

As the Asia-Pacific region confronts intensifying environmental pressures and socio-economic vulnerabilities, platforms like the CGIAR Asia Pacific Hub may serve as essential nodes in reshaping how agricultural research and development efforts are conceived, managed and scaled across diverse agroecologies and policy landscapes.
