In a transformative step towards overhauling India’s agricultural marketing system, the central government has proposed a Unified National Market as per the newly introduced draft national policy framework. Nearly three years after the controversial farm laws were repealed, the framework outlines a roadmap for creating a unified national market for agricultural produce. This initiative aims to enhance market efficiency, reduce barriers, and improve incomes for farmers across the country.
Key Highlights of the Policy
1. Unified National Market Proposal
The proposed framework calls for a single licensing or registration system and a standardised fee structure across states. By eliminating trade barriers, the policy envisions a seamless unified national market, allowing farmers to access competitive pricing and better markets for their produce.
2. Private Sector Participation
The draft encourages the establishment of private wholesale markets and direct procurement from farm gates by processors, exporters, organized retailers, and bulk buyers. It also proposes recognizing warehouses, silos, and cold storage facilities as deemed markets, integrating them into the agricultural supply chain.
The introduction of a single-time levy of market fees and the rationalisation of commission charges are expected to decrease transaction costs, making it easier for private players to engage in the agricultural market.

3. Reform Committee to Drive Implementation
To oversee the implementation of reforms, the policy suggests forming an Empowered Agricultural Marketing Reform Committee, akin to the GST Council. This committee, comprising state ministers, would aim to foster consensus among states. A permanent secretariat has also been proposed to support the committee, along with drafting a potential national law for agricultural marketing.
4. Emphasis on Technology
The draft highlights leveraging advanced technologies like blockchain, artificial intelligence (AI), and machine learning (ML) to modernise agricultural supply chains. The existing e-NAM platform would be upgraded into a comprehensive Digital Marketing Portal to enhance transparency, reduce price volatility, and expand market access for farmers.
